Issuance by SDM/Court
The applicant must apply to the SDM or relevant court with supporting documents. Upon verification, the authority issues the certificate or attested affidavit.

State Home Department Counter-Attestation
After issuance, the certificate must be submitted to the Home Department of the respective State for counter-attestation. This step confirms the authenticity of the SDM or Court’s signature and stamp.

MEA Attestation / Apostille
Once the State Home Department verification is complete, the document must be attested or apostilled by the:
Ministry of External Affairs (MEA), CPV Division, New Delhi
– Attestation for countries that are not part of the Hague Convention
– Apostille for countries that are part of the Hague Convention
