Who Can Apply for the Child’s Passport?

The application must be submitted by the child’s legal representative. This includes:

  • One of the parents (most common)

  • An adoptive parent

  • A guardian or custodian

  • Another person legally authorized to act on the child’s behalf.

Where to Apply?

You must apply at a Ukrainian diplomatic mission:

  • If you are abroad: Contact your local Ukrainian Embassy or Consulate.

  • If you are in Ukraine: Contact the Department of Consular Service of the Ministry of Foreign Affairs.

Required Documents Checklist

When you go to the appointment, you will need to bring the following:

  1. Application Form: Completed by the legal representative.

  2. Child’s Previous Passport: If the child already has an expired or soon-to-expire passport, you must bring it.

  3. Child’s Birth Certificate:

    • If the certificate was issued by a foreign country, it must be legalized (often with an Apostille stamp) and accompanied by a notarized translation into Ukrainian.

  4. Proof of Residence Abroad (if available): A document showing the child’s permanent or temporary residence in a foreign country.

  5. Legal Representative’s Documents:

    • Your own valid passport (for identification).

    • A document proving your relationship/authority (e.g., a court order for guardianship). Note: A parent usually does not need this extra document, as their passport is sufficient proof.

Important Special Rules

1. Does the child need to be present?

In many cases, the child does not need to be present. This is possible if:

  • The child is under 12 years old, OR

  • The child cannot move independently due to a medical condition (supported by an official medical certificate).

If the child does not attend, you must provide a color photograph that meets strict technical requirements:

  • Size: 10×15 cm

  • Format: .jpg

  • Maximum file size: 5.00 MB

  • Quality: Must be suitable for scanning the child’s digital facial image.

2. How much does it cost?

Good news: There is no consular fee for issuing the passport booklet itself for a child under 16.
However, you will still need to pay a small administrative fee for processing and reviewing the application.

Key Points to Remember

  • Check Specific Requirements: Rules for photos, fees, and document legalization can vary slightly by country. Always check the website of the specific Embassy or Consulate where you will apply before your visit.

  • Official Information: For the most detailed and up-to-date information, always refer to the official website of the Ministry of Foreign Affairs of Ukraine: https://mfa.gov.ua/consul/forua/pass/id
